Town Municipal Corporation Chanesar District East invites sealed bids through the E-Pak Acquisition and Disposal System (EPADS) for two infrastructure improvement works in Chanesar, Sindh. The first project involves improvement of tranches from ideas to commercial market at Allama Iqbal Road UC-02 Pechs with estimated cost of PKR 29,99,132, and the second project covers improvement of tranches at House No. 110 near Rehmaniya Graveyard UC-02 Pechs with estimated cost of PKR 29,99,748. Both projects are located in Chanesar District East and fall under the Buildings and Roads (B&R) department jurisdiction. The tender follows Single Stage-One Envelop Procedure as per SPPRA Rules 2010 (amended to date).
Eligible bidders must be registered with Pakistan Engineering Council in Category C-6 and above (specialization code CE01) with valid certification. Firms must hold active FBR/SRB registration with operative income tax and sales tax status. Mandatory requirements include submission of five years bank statements, definition of project team with minimum three engineers supported by payroll and appointment letters, bank turnover certificate of PKR 5 million for the past five years, audited accounts from an International affiliated audit firm showing average turnover of PKR 5 million or double the scheme cost, affidavit confirming non-blacklisted status, proof of machinery owned or leased, liquidity position of 30 percent of contract value in cash or credit line, and copy of CNIC of firm owner. Bid security of 5 percent of project cost must be submitted as pay order from company's own account.
Bidding documents are available for download from EPADS website (http://portalsindh.eprocurement.gov.pk) from 17 September 2026 to 1 October 2026 during office hours (9:00 AM to 1:00 PM). Tender fee of PKR 3,000 per work must be submitted via pay order. Bids must be uploaded on EPADS by 10:30 AM on 2 October 2026, with opening scheduled at 11:00 AM the same day at the Executive Engineer (B&R) Department office in Chanesar. A second schedule applies if first tender receives no response, with revised dates from 5 October 2026. All bids must include rate analysis if quoted rates deviate from 2024 schedule rates. Bidders must fill all rates in figures and words with corrections initialed by the contractor.
