For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
This is a high-value consultancy engagement for institutional strategy and business planning at a provincial special economic zone authority.
The scope covers comprehensive business plan development and institutional optimization, suggesting a medium to large assignment likely requiring 3–6 months execution and substantial research capability. The tight deadline (submission by 6 October 2026) demands immediate mobilization. Two percent bid security requirement signals formal procurement; QCBS method favors experience and methodology as much as price. Consultant firms with prior SEZA, provincial development authority, or investment facilitation experience will be competitive.
Who can bid: Typically, consultancy firms must be registered with SECP as a company or partnership, hold valid NTN and FBR registration, and possess relevant professional credentials in business planning, organizational development, or public sector consulting. The notice does not explicitly restrict by size or prior similar work, but QCBS evaluation will prioritize demonstrated experience with special economic zones or government strategic planning.
