Description / Scope of Work
Pakistan Railways CSF/Directorate invites sealed bids through EPADS V2.0 for supply of three categories of materials to support concrete sleeper factory operations in Punjab. The tender comprises: (1) Crushed Stone Aggregate of 230,000 cubic feet for CSF/Khanewal; (2) Dry Sand of 200,000 cubic feet for CSF/Sukkur; and (3) MS Anchorage Plates totaling 400,000 numbers for CSF/Sukkur. All materials are to be delivered DAP (Delivered at Place) to the respective concrete sleeper factories. The combined scope represents essential raw materials and components for railway infrastructure manufacturing under reference numbers P121513, P121483, and P118588.
Eligible bidders must be registered with both Sales Tax and Income Tax Departments. Bid security is required in the form of pay order, call deposit, or bank guarantee as specified for each lot: Rs. 500,000 lump sum for crushed stone aggregate, Rs. 250,000 for dry sand, and Rs. 500,000 for MS anchorage plates. Bidders must register on EPADS V2.0 platform to participate in the electronic bidding process; manual submissions are not entertained.

E-bids must be submitted through EPADS V2.0 on or before October 3, 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM. Procurement will follow the Least Cost Based Selection technique in accordance with Public Procurement Rules 2004.
