Description / Scope of Work

The Collectorate of Customs Enforcement (Pakistan Customs) invites prequalification applications from national firms for an Open Framework Agreement related to the expenditure and disposal of confiscated goods. This prequalification process is for non-consultancy services and has been assigned reference number FFW9787. The framework agreement will be executed for a period of 36 months following successful completion of the prequalification and subsequent bidding process. Funds have been allocated from Non-ADP sources to support this procurement initiative at the federal level.

The prequalification process is open to all national applicants who meet the eligibility and qualification criteria specified in the prequalification documents. Prospective bidders must carefully review all documentation requirements and ensure compliance with the stated eligibility requirements before submission. The prequalification documents are comprehensive and detail all obligations, terms, and conditions that successful applicants will be expected to fulfill during the framework agreement period.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

Pakistan Customs seeks qualified national logistics/disposal firms for a 36-month framework agreement managing confiscated goods expenditure and disposal.

This is a prequalification-stage procurement, suggesting recurring, high-volume operations rather than a one-off project. The 10-month deadline (to October 2026) is moderate. Notable: framework agreements typically involve standing capacity rather than fixed deliverables, so bidders should anticipate variable demand and flexible mobilization requirements. The non-ADP funding source indicates this is operational procurement, not capital development.

Who can bid: Typically requires national registration (SECP/NTN), valid business license, and audited financials for the preceding 2 years. No PEC category specified (non-construction). Notice states 'national applicants' only; likely restrictions on foreign ownership. Specific qualification criteria detailed in EPADS prequalification documents must be reviewed before submission.
