Description / Scope of Work
The Survey of Pakistan (Survey Training Institute), located in Sector H-8/2, Islamabad Capital Territory, Federal, invites competitive bids for the provision of mess and canteen services at the DSTI (Directorate of Survey Training Institute) facility. This non-consultancy services contract, referenced as P120748, covers the operational management and provisioning of food and catering facilities for the institute. The procurement is planned for the fiscal year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (ePADS v2.0) using single-stage, one-envelope open competitive bidding with least-cost-based selection methodology, in accordance with Pakistan's Public Procurement Rules 2004.
Eligible bidders must be registered on ePADS v2.0 and are required to submit their bids accompanied by a bid security in the form of either a bank guarantee or a bid securing declaration on the prescribed format. The bidding process follows transparent procurement practices as outlined in the standard bidding document, which contains comprehensive terms, conditions, service specifications, scope of work, price schedules, general and special conditions of contract, and all related procurement forms.

E-bids must be submitted through ePADS v2.0 on or before Wednesday, September 30, 2026 at 10:00 AM, with public opening scheduled for the same day at 10:30 AM. Manual bid submission is not permitted.
