Description / Scope of Work
The District Office of Social Welfare, Special Education & Women Empowerment Department, Peshawar invites online tenders through the e-Procurement portal for supply of fresh, dry and uncooked food items as well as cooked food on a daily basis to the inmates of various Government institutes and panah gahs (shelter homes) for the financial year 2026-27. The scope encompasses provision to the Rehabilitation Centre for Drug Addicts, Dar-ul-Afal, Women Crimes Centre, School for Blind Children, Boys and Girls Education Complex, Panah Gah Shakir Humayuni Road, Panah Gah Kohat Road, and Panah Gah near KTH Hospital Emergency Gate in Peshawar. The estimated value of the contract is significant and represents a recurring annual supply arrangement across multiple welfare institutions in the district.
Eligibility criteria are stringent and mandatory for all bidders. Prospective suppliers must be registered with the Khyber Pakhtunkhwa Halal Food Department with a valid active license, registered with the Federal Board of Revenue with valid NTN and STN/STRN, and must hold valid registration with the Khyber Pakhtunkhwa Public Procurement Regularity Authority (KPPRA). Bidders are required to submit a Demand Draft or Call Deposit Receipt of Rs. 36,00,000 (Thirty Six Lac only) in favour of the District Officer. Additionally, bidders must demonstrate at least three years of relevant experience in provision of cooked and uncooked food items to Government institutions and departments, supported by supply orders, completion certificates and performance certificates. Bank statements for the last three years showing minimum available credit of Rs. 100 million as of 9th October 2026, along with audited financial reports, are mandatory. Proof of employment of essential staff and possession of crockery and machinery for cooked food provision must be provided through e-stamp attestation by the Oath Commissioner.
Bidders must upload all required documents through the e-PAD Portal using the Single Stage, Single Envelope procedure with no overwriting or cutting permitted. Online submission of bids closes on 7th October 2026 at 11:00 AM, with opening scheduled for 11:30 AM the same day before the Procurement Committee. The original Demand Draft or Call Deposit Receipt must be physically submitted to the District Office before the opening of bids.
