Description / Scope of Work
The Communication and Work Department, Government of Khyber Pakhtunkhwa invites electronic bids for the up-gradation of Civil Hospital Zarhgun Khel to a Type-D Hospital in Darra Adam Khel, Kohat. The estimated project cost is Rs. 299.800 million under ADP No. 636/250815 for the financial year 2025-26. This procurement follows the single stage two envelope procedure under the E-PADS system as per KPPRA procurement rules 2014. The project is located in Kohat district and represents a significant healthcare infrastructure development initiative in the region.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in the C-3 and above category. All participants are required to be registered with KPRA under the Finance Act 2013 and must maintain active taxpayer status. The bid security amount is Rs. 6,040,000 including stamp duty, and a non-refundable bidding entry fee of Rs. 90,000 (0.03% of tender cost) is mandatory. Bidders must not be involved in ongoing litigation, arbitration, or be blacklisted by any government department or regulatory authority. Those with incomplete works or poor performance records under C&W Highway Division Kohat will be disqualified during technical evaluation.
Bidding documents and instructions are available for download from the E-PADS website. Bidders must submit technical and financial proposals through E-PADS, while original bid securities in hard copy form should be submitted to the office of the Executive Engineer, C&W Highway Division Kohat via courier 2-3 days before the deadline. The submission closing date is 08-10-26 at 12:00 hours, with technical bid opening scheduled for 08-10-26 at 12:30 PM. A pre-bid meeting will be held on 05-10-2026. Financial bid opening date will be announced after technical bid approval. All terms and conditions are governed by KPPRA rules, PEC guidelines, and relevant statutory requirements.
