Tender Details
Description / Scope of Work
Municipal Committee Shorkot invites sealed bids for the construction of a tuff paver link road at Usmania Park under the E-PADS e-tendering system of the Government of Punjab. The project is being procured in accordance with Punjab Procurement Rules 2014 under a Single Stage Single Envelope bidding procedure. Bidders must be registered with PPRA or E-PADS to participate in the electronic tendering process. Bid security must be submitted in the form of Call Deposit Receipt (CDR) or pay order from any scheduled bank in Punjab in favor of Municipal Committee Shorkot. The complete bidding document is available for free download from the E-PADS portal at https://punjab.eprocure.gov.pk.
Eligible bidders must be registered contractors, firms or manufacturers with PPRA or E-PADS in the appropriate category. All bids must comply strictly with the terms and conditions outlined in the bidding document. If the lowest bid is more than 5 percent below the detailed notice inviting e-tender, the lowest bidder must deposit the difference as quality assurance security in the form of CDR within 15 days of tender opening. False information, fake CDRs or deposit slips will result in disqualification under PPRA Rules and potential blacklisting by PEC and PPRA. The competent authority reserves the right to reject all bids prior to acceptance of tender rates.
Bids must be submitted electronically through the E-PADS portal at https://punjab.eprocure.gov.pk by 11:00 AM PST on the closing date of September 9, 2026. Bids will be opened at 11:30 AM PST on the same date in the presence of bidders' representatives at the office of Municipal Committee Shorkot. Upon issuance of the acceptance letter to the successful bidder, an agreement must be executed on government-specified stamp paper within seven days for issuance of the work order.

Construction contract for a tuff paver link road in a municipal area of Punjab.
Small to medium scale infrastructure project with standard municipal procurement terms. Bidders must be PPRA-registered; qualification and price competition appear to be primary criteria. The 5 percent below-estimate quality security clause requires careful cost estimation. Submission is fully electronic through E-PADS; hard-copy processes are minimal post-award.
Who can bid: Bidders must be registered with PPRA or E-PADS in an eligible category. Typically, construction contractors require valid NTN, PEC registration (appropriate category for road/infrastructure work), and corporate or sole proprietary status. Firms with history of false documentation or fake financial instruments face permanent blacklisting.
