Description / Scope of Work
Workers Welfare School Boys EVE Jauharabad, operating under the Punjab Workers Welfare Fund and the Labour & Human Resource Department of the Government of Punjab, invites electronic bids from tax-registered firms and companies for hiring of transport services to provide pick and drop facilities to school students for the financial years 2026-27 and 2027-28. The procurement is being conducted through the Punjab e-Procurement System with five identified routes covering Jauharabad district: Khushab plus Jauharabad (30 km double side, 42 students), Hadali (45 km, 36 students), Chack No 2,5,7,8,9,10,11 (32 km, 47 students), Chack No 12-13-14 Inside (32 km, 46 students), and Bola 9,10 Chak NB (32 km, 38 students). A total of 209 students will avail transport services across these routes.
Eligible bidders must be tax-registered with relevant authorities and are required to register on the Punjab e-Procurement System at http://ep.punjab.gov.pk. Participating firms must obtain a minimum of 70 percent marks based on technical qualification criteria and shall provide bid security equivalent to 2 percent of the estimated contract amount, submitted electronically through the e-Procurement portal. All submitted vehicles must be manufactured or refurbished in the year 2005 or later; refurbished vehicles must have original manufacture not earlier than 2000 and possess valid refurbishment certificates verified by the Regional Transport Authority or an independent expert. One student per seat ratio is mandatory. All rates must be inclusive of all applicable government taxes.

Technical and financial bids must be submitted online by 24 September 2026 at 11:00 a.m., with technical bids opening on the same date at 11:30 a.m. and financial bids opening on 8 October 2026 at 11:00 a.m. A pre-bid meeting will be held ten days before technical bid opening at the office of the Divisional Director of Labour Welfare to clarify online procurement system procedures. The Labour Welfare Office, District Khushab (Jauharabad), will serve as the cluster center to host bid opening proceedings.
