Description / Scope of Work
University of Rasul invites sealed bids from reputed organizations and firms for prequalification to supply library books, materials and resources for the calendar years 2026 and 2027. This prequalification notice (IFB No. RASUL/DP/2026-27/Pre-Qual./6) is issued by the Director Purchase, University of Rasul, located in Mandi Bahauddin district, Punjab. The procurement covers approximately 15,000 units of library books and materials. Bidding documents are available free of charge from the Punjab e-Procurement System (ep.punjab.gov.pk), PPRA website (ppra.punjab.gov.pk) and the University of Rasul website (www.uorm.edu.pk).
Eligible bidders must be reputed organizations or firms with requisite experience in book supply, demonstrated financial strength, and a clean record. Applicants must submit an original affidavit confirming non-blacklisting status on stamp paper, along with copies of active Income Tax certificates and GST and/or PST certificates where applicable. Bid security must be submitted through Bank of Punjab (online drawn) as per the prescribed procedure of the Punjab E-Procurement Portal. All documents must be properly formatted, clearly marked, stamped and signed by authorized representatives. Prequalified firms must undertake to actively participate in all subsequent bids and calls for quotations without exception.
Sealed bids prepared in conformity with bidding document instructions must be submitted through E-Procurement Punjab (http://www.ep.punjab.gov.pk) to the Director Purchase office no later than 06-10-2026 at 11:00 AM. Bid opening will occur on the same day at 11:30 AM in the presence of bidders or authorized representatives. Physical submission of original affidavits and certificates must be delivered to the Director Purchase, Academic Block B, University of Rasul, 13-km Mandi-Sarai Alamgir Road, Rasul, District Mandi Bahauddin. The University reserves the right to reject all bids prior to acceptance under Rule-35 of Punjab Procurement Rules 2014.
