Four separate emergency facility provision contracts totalling approximately Rs.
208 Million across PAF bases in Punjab. Bidders must be PEC-registered and on the MES approved list (Categories A/B) — not open to all contractors. The emergency rule (PPRA 42-c(v)) suggests expedited procurement with potentially compressed delivery schedules. Document submission and tender opening occur on the same day (05 October 2026), leaving minimal time for clarification. Litigation-free certificate requirement is standard but must be prepared in advance.
Who can bid: Bidders must hold current Pakistan Engineering Council (PEC) registration and appear on the Military Engineer Services (MES) approved list in categories A or B with proven experience in similar works. No litigation with any government department in court; no outstanding inspection reports from E-in-C's Branch GHQ. Contractors not registered with PEC are explicitly ineligible.
