The Chief Conservator Parks & Wildlife, Gilgit-Baltistan invites open bids for trophy hunting permits of Himalayan ibex under reference CCPW-2(5) 2024-2025. The Parks & Wildlife Department offers exportable prime class ibex permits (six permits reserved at USD 11,000 each), exportable other class ibex permits (four permits at USD 6,500 each), and one non-exportable ibex permit priced at Rs. 500,000. The auction will be held on 8th October 2026 at 10:30 AM at the office of the Chief Conservator Parks & Wildlife Department, Forest & Wildlife Complex Jutial, Gilgit. The hunting season for eligible species commences on 15th October 2026 and concludes on 10th April 2027, covering the mountainous terrain of Gilgit-Baltistan.
Eligible bidders include all registered companies, authorized agents, outfitters and individuals registered with Parks & Wildlife Department Gilgit-Baltistan, whether GB residents or non-residents (for non-concessional permits). Bidders must deposit call deposits against each trophy prior to participation: USD 2,000 per trophy for exportable permits and Rs. 100,000 for non-exportable permits. All outfitters and companies must register with the Department at a fee of Rs. 20,000 valid for three years. Entities or individuals under scrutiny or investigation relating to hunting and outfitting activities are ineligible. Permits are conservancy-specific, non-transferable except under guidelines clause 13.6, and valid only for designated community-managed conservancies or CCHAs.
Successful bidders must deposit trophy hunting permit fees and other dues within 15 days of auction, or earnest money and call deposits are forfeited and permits cancelled. Hunters must obtain CITES export permits from the National CITES Management Authority under the Ministry of Climate Change & Environmental Coordination, Government of Pakistan. Logistical arrangements including travel, lodging, permits, insurance and visas are the hunter's responsibility. Trophies must be presented to the District Forest Officer with measurement recordings and endorsement by hunter, outfitter and community representative before transport beyond Gilgit-Baltistan jurisdiction. The Department reserves the right to accept or reject any or all tenders and disclaims liability for accidents, illness or death during hunting expeditions.
