Punjab Cattle Market Management & Development Company (PCMMDC) Lahore Division invites technical and financial proposals for the procurement of miscellaneous MEP (Mechanical, Electrical, Plumbing) items through a framework contract. The tender is divided into two lots: Lot 1 comprises procurement of electrical items with an estimated price of Rs. 2,612,251, and Lot 2 comprises procurement of plumbing and hardware items with an estimated price of Rs. 1,983,970. The framework contract will serve the PCMMDC Lahore Division located at Model Cattle Market Admin Block, 9-Km Main Multan Road, Lahore, and is being procured in accordance with Punjab Procurement Rules 2014 using the Single Stage-Two Envelope Bidding Procedure.
Eligible bidders must be registered companies, firms, or sole proprietors with valid Income Tax Registration Certificate (NTN) and Sales Tax Registration Number (STRN). Bidders are required to submit a bid security of 2 percent of the estimated cost for each lot through 1link or Bank Guarantee options via the E-Procurement Portal. The financial proposal must be inclusive of all applicable taxes. Any submission of fake information or documents will result in disqualification from the current tender and blacklisting for future PCMMDC procurement processes, with further recommendation to PPRA for appropriate action.
All signed stamp documents including technical and financial bids must be submitted electronically through the Punjab e-Procurement System (eP) portal at https://ep.punjab.gov.pk/ on or before October 06, 2026 at 11:00 A.M. Manual bids are not acceptable. Technical proposals will be opened on the same day at 11:30 A.M. in the procuring agency office in the presence of the tender opening committee and bidders or their representatives. After technical evaluation, financial proposals of only technically qualified bidders will be opened on a date and time to be announced subsequently.
