Punjab Highways Department invites sealed bids from eligible engineering firms and contractors for rehabilitation and improvement of twelve road projects in Rawalpindi District, with completion deadline of 31 December 2026 (or 6 months for one contract). The works include improvement of Khayban-e-Sir Syed Road, Bokra Road, 5th Road, Ali Nawaz Chowk to Murree Road, Chandani Chowk Commercial Market Road, Railway Workshop Road, China Market Gorden Collage Road, 4th B Road, Band Khana Road, and a 3.50 km stretch on Haripur Road from Mohra Chowk to Gudwal Phatak, with combined estimated value of approximately 1.6 million rupees (inclusive of earnest money components). The tender follows Single Stage Two Envelope Procedure with technical and financial proposals submitted electronically via Punjab e-Procurement System.
Eligible bidders must be registered on the Punjab PPRA website (http://www.ep.punjab.gov.pk) with valid PEC License (2026-27) in the relevant category. Bid security of 5 percent of estimated cost must be submitted digitally through the e-Procurement System portal by 7 October 2026 at 12:30 PM. Performance guarantee of 10 percent of contract amount is mandatory and must be submitted within 15 days of receipt of offer letter. All bidders must provide affidavits on non-judicial stamp paper regarding non-blacklisting status, litigation history over the past ten years, and correctness of supplied information. Joint ventures are not permitted.
All documents must be uploaded on the Punjab e-Procurement Portal with no manual or physical submissions accepted. Technical bids will be downloaded and opened on 7 October 2026 at 1:00 PM with financial bids opening immediately thereafter. Technical evaluation will be published on the portal before financial bid opening. Selection among technically qualified bidders will be based on lowest evaluated financial bid, subject to satisfactory performance guarantee and valid PEC license submission. Interested contractors and authorized representatives may attend bid opening at the office of Superintending Engineer Highways Circle-1 Rawalpindi.
