Description / Scope of Work
The Directorate of Procurement (Navy) invites sealed tenders for the supply of stores, equipment and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is issued through Bahira Gate, Near SNIDS Centre, Naval Residential Complex E-8, Islamabad, Federal. The tender is governed by PPRA Rules 2004 and DPP&I-35 (Revised 2024), and subsequent contract awards will be executed under Defence Purchase Procedure and Instructions. Bidders must familiarise themselves with PPRA regulations and Defence Purchase conditions before submitting offers. The tender invites both technical and commercial proposals in sealed envelopes as specified.
Eligibility criteria require bidders to possess requisite technical and financial capability to qualify for contract award. Firms must be registered with the relevant authority or willing to register with DGDP to qualify for award of contract, which will be made after security clearance and provision of required registration documents as mentioned in paragraph 15 of DP-1. Bidders must submit certified income tax filing proof and sales tax registration proof alongside other mandatory documentation. All offers are subject to compliance with tender conditions, and tenders not prepared or packaged as per instructions are liable to rejection.
Tender documents comprising technical and commercial offers must be furnished in three sealed envelopes. Technical offers should be submitted in duplicate with all relevant specifications, literature and compliance metrics. Commercial offers in single copy must clearly indicate prices in figures and words in the currency specified. Tender opening will be held half an hour after the date and time specified in DP-2. Bidders must submit earnest money in Sealed Envelope 2 and the complete package in Sealed Envelope 3.
