Description / Scope of Work
The Directorate of Procurement (Navy), located in Islamabad through Bahira Gate near SNIDS Centre in the Naval Residential Complex E-8, invites sealed tenders for the supply of stores, equipment and services as per the attached Schedule to Tender (Form DP-2). The procurement is governed by PPRA Rules 2004 and DPP&l-35 (Revised 2024). Prospective bidders must familiarize themselves with these regulations before participation. The contract, if awarded, shall be executed on the Directorate General Defence Purchase (DGDP) standard contract form DP-19 in accordance with the Contract Act 1872 and Defence Purchase Procedure and Instructions. Bidders must possess requisite technical and financial capability and be registered or willing to register with DGDP to qualify for contract award, which is conditional upon security clearance and provision of required registration documents.
Bidders must submit sealed proposals comprising three separate envelopes: Sealed Envelope 1 containing Technical Offer in duplicate with compliance documentation, including DP-1 and DP-2 forms, technical specifications, OEM Certificate of Conformance, income tax and sales tax registration proofs, and DGDP registration letter if applicable; Sealed Envelope 2 containing Earnest Money only; and Sealed Envelope 3 containing the Commercial Offer in single copy with duly filled DP-2 Form. Firms must mark each document with tick marks to confirm attachment. All documents must be properly sealed and signed by authorized representatives, with the outer envelope clearly marked with tender number, date, and opening date.
Technical offers shall be opened first, half an hour after the date and time for receipt specified in DP-2. Bidders must confirm compliance with all IT technical specifications using the prescribed format, clearly identifying any deviations or non-conformities. Commercial offers should indicate prices in figures and words in the specified currency, with taxes, duties, freight, transportation, insurance charges, FATs, training and installation costs itemized separately. The total price must be clearly stated. In case of multiple options, DP(N) reserves the right to accept the lowest technically acceptable option.
