Description / Scope of Work
The Directorate of Works & Civil Engineering (DW&CE), Pakistan Air Force, Chaklala invites sealed tenders for provision of certain facilities at PAF Base under Rule 13(1) of 2004 in light of PPRA regulations. Three separate works are being tendered with estimated values of Rs. 59.000 million, Rs. 55.000 million, and Rs. 35.520 million respectively, covering construction, electrical, mechanical and plumbing services. The tender notice was published on 22 September 2026 in both Urdu and English newspapers circulating in Rawalpindi and Islamabad, Punjab province. Tender documents will be issued to pre-qualified firms and contractors, with tender submission deadline of 07 October 2026 at 1130 hours at HQ DW&CE (PAF) Chaklala, with opening scheduled for 1200 hours the same day.
Eligible firms must be enlisted with Pakistan Engineering Council (PEC) in Category C-2 or above in relevant filed work by 30 June 2026, and preferably with Military Engineer Services (MES) in Category A. Non-enlisted firms may participate by submitting 2 percent bid security on an refundable basis, along with satisfactory completion certificates from eligible entities, NTN certificate, income tax returns for the last three years, and evidence of no litigation with government departments. Contractors must provide certificates of non-involvement in court cases and must have executed similar projects within the last two years.
Bidding documents are available from the procuring agency immediately after publication of the invitation to bid. Bidders must submit complete applications with all required documents; incomplete submissions will not be entertained. The Accepting Officer reserves the right to accept or reject any tender.
