Description / Scope of Work
The Office of the Executive Engineer, Education Works Division, Larkano invites e-bids from eligible and experienced bidders and contractors for three education infrastructure projects in Taluka Larkano, Sindh Province under the Provincial and District Annual Development Programmes. The three schemes comprise: upgradation of middle schools to high schools in District Larkano (03 units) under Provincial ADP with an estimated tender cost of Rs. 30.789 million; rehabilitation of primary schools, imam bargarhs and graveyards (10 units) in Taluka Larkano under District ADP valued at Rs. 2.780 million; and rehabilitation of DDMA warehouse in Larkano (01 unit) estimated at Rs. 6.740 million. All projects are scheduled for 12-month completion periods and are being advertised via the EPADS single-stage, one-envelope e-bidding system as per SPPRA Rules 2010 (amended). Manual bids will not be accepted.
Bidders must hold valid CNIC for proprietors or partners, maintain active taxpayer registration with FBR and SRB, and possess valid PEC registration in category C-6 or C-5 with specialised codes CE-10 (except for works costing up to Rs. 4.00 million). Applicants must demonstrate an average annual financial turnover over the last five years supported by bank statements and audit reports, signed and stamped by an authorised signatory. Experience requirements include execution of at least one work with a minimum 80% of estimated cost or two works each with a minimum 50% of estimated cost during the preceding five years. Bidders must provide detailed information on machinery, equipment and technical personnel available, along with affidavits on e-stamp paper declaring no involvement in corrupt or fraudulent practices. The bid validity period is 90 days, with bid security set at 5% of the bid amount (call deposit) and performance security at 5% of the contract price (call deposit from the successful bidder).
Bids are to be submitted electronically through EPADS before 11:00 AM on 08 October 2026. The opening of bids is scheduled for 11:30 AM on the same date, with a second attempt for unopened or unresponsive bids scheduled for 11:30 AM on 26 October 2026. All tender documents, including the original tender fee (Rs. 3,000 per scheme), bid security and e-stamping affidavit, must be submitted in a sealed envelope.
