Description / Scope of Work
The Punjab Healthcare Commission, an independent regulatory body established under the PHC Act 2010, invites sealed bids for procurement of Short Code SMS Services through a one-year initial contract, extendable for two further yearly terms. The service is estimated at Rs. 3,519,000 (including all applicable taxes) and will be procured through a Single Stage One Envelope bidding procedure via the Punjab e-Procurement System. Eligible service providers, companies and bidders dealing in SMS services and registered with relevant registration authorities and tax departments including Income Tax, Sales Tax or Punjab Sales Tax are invited to participate in this procurement, based in Lahore, Punjab.
Bidders must be registered with relevant Registration Authorities and Tax Departments/Authorities (Income Tax, Sales Tax or Punjab Sales Tax etc.). A bid security equal to 2 percent of the estimated price, amounting to Rs. 70,380, must be submitted and transferred online against the PSID generated by the Punjab e-Procurement System as per PPRA directions. Bid validity is 120 days from the submission date.
Bidding documents are available immediately after publication and can be downloaded from the Punjab Healthcare Commission website at www.phc.org.pk, the Punjab Procurement Regulatory Authority website at http://ppra.punjab.gov.pk, and the Punjab e-Procurement System. Bids must be submitted online on or before 12th October 2026 at 14:00 hours; late bids will not be accepted by the system. Bids will be opened online on the same day at 14:30 hours through the Punjab e-Procurement System.
