Description / Scope of Work
The Project Director invites sealed electronic bids from eligible contractors for the improvement and rehabilitation of the Haidin Drainage System in Naseerabad, Balochistan. The estimated cost of the work is PKR 4,509,780,253, with tender fee of PKR 5,000 and bid security at 3 percent. This is a single major infrastructure project under the Balochistan Public Procurement Rules 2014, based on composite schedule rates for 2023 on percentage basis. Bidding will be conducted through the electronic Public Procurement System (BPPRA GOB), and all bidders must be registered on this platform.
Eligibility requirements mandate that bidders must be active taxpayers with presence in the tax payer list, with no blacklisting by any procurement agency of Pakistan. Contractors must demonstrate completed assignment of at least 2 similar drainage or water management projects worth minimum PKR 3,000,000,000 in the preceding five years, with registration in relevant PEC categories (CE04, CE02i, CE04(ii), CE04(iii), CE04(iv), CE04(v)) and relevant subcategories. Affidavit confirming no conflict of interest, blacklisting, litigation, or performance failures within the last five years is mandatory. Bid security must be provided in the form of a bank guarantee or call deposit equal to 3 percent of the estimated cost.
