GE HQ NSC Chaklala Rawalpindi invites applications for pre-qualification of contractors and firms to undertake repair and maintenance works valued at Rs. 250 million (M). The scope encompasses repair and maintenance of officers' accommodation, JCOs' and soldiers' accommodation, roads, footpaths, drainage and sewerage systems, electrical works, and water supply systems under the GE HQ NSC Chaklala command. Applications must be submitted within fifteen days of publication on the PPRA website in accordance with PPRA Rule 13(1) of 2004. This is a significant infrastructure maintenance project serving military facilities in the Rawalpindi region.
Eligible firms and contractors must be enlisted with MES (Military Engineering Services) in Category 'E' or above and registered with PEC (Pakistan Engineering Council). Contractors not appearing on the approved MES list must provide certification from the appropriate government department demonstrating their standing. Applicants must submit a statement of financial standing with bank certificates, details of staff employed, inventory of tools and plants, and documentation of previous experience including the nature, value, duration and percentage completion of works undertaken in the last two years, duly attested by a Class-I Gazetted Officer. Contractors not on the MES approved list or those suspended from it due to non-depositing of enhanced amounts must deposit 2% of the estimated cost as earnest money in the form of FDR or call deposit pledged in the name of GE HQ NSC Chaklala; this amount is refundable if the contractor is not pre-qualified or fails to secure the contract.
Tender documents will be delivered to pre-qualified contractors at a later date. Tenders must be received by 1130 hours on prescribed dates and will be opened at 1200 hours on those same dates as per the Notice of Tenders. Detailed work information can be obtained from the concerned executive office on any working day. Applications must include complete proforma information detailing all works executed during the last two years with amounts, time allowed in months, dates of commencement and completion, and percentage progress achieved, failing which applications will not be considered for tender issue.
