Description / Scope of Work

CMES (Navy) COMCOAST invites pre-qualification applications from contractors and firms for five works spanning fresh water supply and furniture provision across multiple naval installations in Sindh. The tender encompasses supply of fresh water through bowzers to Kharo chan, S-16 facility, and tactical headquarters at 33rd Creeks Battalion, supply to saleh Doro post at 32nd Creeks Battalion, and provision of furniture for construction of a community center for marine personnel at PNS Qasim. This mixed-scope procurement is issued under reference letter No. 6006-Advt-CMES/78/E-6 dated 01 October 2026 and addresses operational logistics requirements for naval creek installations in Karachi and surrounding areas in Sindh province.

Eligibility is restricted to firms and contractors borne on approved list 'D' of MES contractor or those registered with other Government departments with relevant experience. Applicants must furnish a valid registration certificate from Pakistan Engineering Council and bank statement. Contractors not on the MES approved list must provide proof of registration with the appropriate government department, statement of financial standing with bank certificate, details of employed staff, tools and plants inventory, and documented experience from the past two years attested by a Class-I Gazetted Officer. Contractors not borne on the MES approved list or those suspended due to non-deposit of enhanced standing security must deposit earnest money equal to 2% of estimated cost in the form of FDR or Deposit At Call pledged to CMES (Navy) COMCOAST; this is refundable if pre-qualification is not granted or contract is not secured.

Pre-qualification applications must be submitted to CMES (Navy) COMCOAST Office at PNS Karsaz Karachi by 1500 hours on 19 October 2026. Pre-qualified firms will receive tender documents for submission by 1130 hours on 26 October 2026; bids will be opened at 1200 hours the same day. Applicants must complete the prescribed proforma with full details of works executed during the last two years and ongoing projects, including agency, work amount, duration, completion dates, progress percentage, and departmental performance reports from divisional engineers. Incomplete applications with missing data will not be entertained. CMES (Navy) COMCOAST reserves the right to reject all bids or proposals at any time prior to acceptance without obligation to justify grounds.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender, written with AI from the official notice and checked by our quality rules — not part of the official notice. Always confirm details against the original tender document.

Navy is procuring fresh water supply via bowzers to 4 creek installations (Kharo chan, S-16, 33rd Creeks Battalion HQ, 32nd Creeks Battalion) plus furniture for a community center at PNS Qasim.

This is operationally critical naval logistics across dispersed Sindh sites—likely recurring or seasonal given bowzer supply model. Mixed-scope (water + furniture) suggests bundled procurement to simplify administration. Tight timeline: pre-qual closes 19 Oct, tender submission 26 Oct. Restricted to MES-listed or government-registered firms; new entrants face 2% earnest money hurdle.

Who can bid: Restricted to MES approved list 'D' contractors or those registered with other government departments. All must hold PEC certificate and provide bank statement. Non-MES firms must supply government registration proof, financial standing (bank-attested), staff/equipment inventory, and 2-year experience verified by Class-I Gazetted Officer. Earnest money deposit of 2% of estimated cost (FDR/DAC) required if not MES-listed.
