Description / Scope of Work
NADRA (National Database and Registration Authority) invites sealed bids for the appointment of external auditors to conduct financial audits for the financial years 2026-27 and 2027-28. This is a non-consultancy services procurement under national single-stage, two-envelope bidding procedure. The contract covers comprehensive audit services for NADRA's headquarters located in Islamabad, Federal Territory. The procurement notice NADRA-HQ-RFB-118/2026 was issued on September 30, 2026, with a submission deadline of October 19, 2026. The scope encompasses statutory financial audit, compliance audit, and related audit services as detailed in the bidding documents.
Eligibility criteria require bidders to be registered with the State Bank of Pakistan or equivalent financial regulatory authority and hold current audit practice licenses valid for the contract period. Bidders must demonstrate experience in auditing government or semi-government organizations and possess no conflicts of interest with NADRA. The bidding process requires submission of a bid security (amount to be specified in the bid data sheet), technical proposal, financial proposal, undertaking, and eligibility documentation. Preference may be given to auditors ranked among the global Big 10 audit firms as referenced in Annexure-D of the tender documents.

Sealed bids must be submitted to the same address by September 30, 2026 at 2:00 PM. Bid opening will occur on the same date immediately following the submission deadline.
