Description / Scope of Work
The Punjab Safe Cities Authority in Lahore, Punjab invites sealed bids from eligible consultancy firms for the implementation of a permissioned block-chain solution within its mission-critical applications. This strategic project focuses on integrating block-chain technology with the Emergency 15 and eChallan systems to enhance data integrity, immutability, and transparency. The scope of work is divided into six comprehensive phases, including assessment, solution design, development of smart contracts, system integration, and production deployment. The assignment carries an implementation timeline of six months followed by six months of post-go-live operational support. The estimated cost for these services is 10 million Rupees. Interested bidders must demonstrate at least three years of experience in block-chain deployments and provide qualified key personnel including a project manager and block-chain architect. Technical and financial proposals must be submitted electronically through the e-PAD system by 1500 hours on 13 May 2026. Bidders are required to provide a bid security of 400,000 Rupees and ensure registration with relevant tax authorities including FBR and PRA.
