Description / Scope of Work
The District & Sessions Judge, Bahawalpur invites electronic bids for the procurement and purchase of stationery items under a single stage two envelope competitive bidding process for the financial year 2025–2026. The estimated procurement value is PKR 1,951,000, with bid security set at PKR 97,550 (five percent of the estimated cost). This procurement is conducted through the Punjab Electronic Procurement System (ePADS) in accordance with Punjab Procurement Rules 2014 and Punjab Electronic Procurement Regulations 2022. Bidders must be registered with relevant tax and registration authorities, including income tax, sales tax, and Punjab sales tax departments, and may include firms, companies, suppliers, manufacturers, authorized agents, dealers, distributors, and joint ventures engaged in trading.
Eligible bidders must submit original bid security in the form of a CDR, bank guarantee, demand draft, or pay order from any scheduled bank in favour of the District & Sessions Judge, Bahawalpur before the e-bid submission deadline. Upon acceptance of the tender, successful bidders shall deposit a performance guarantee of five percent of the total contract value as a deposit at call. Income and sales tax registration certificates and all other documents specified in the e-bidding documents must accompany the financial bid, and taxes will be deducted as per government rules. The e-bid validity period is ninety days, and repeat orders shall not exceed fifteen percent of the original procurement value.
Bidding documents are available for free download from the PPRA website at http://ppra.punjab.gov.pk and the ePADS portal at http://punjab.eprocure.gov.pk before the closing date and time. E-bids comprising a single financial package inclusive of all taxes must be submitted online through the ePADS website by 26 October 2026 at 10:00 AM, with opening scheduled for the same date at 11:00 AM in the presence of bidders or their representatives. Bidders are strongly advised to upload their bids well before the submission deadline and not wait until the last moment, as bid submission on the ePADS portal is entirely the bidder's responsibility.
