Description / Scope of Work

The Directorate General Procurement (Army) at 502 Central Base Workshop EME, Main Adyala Road Rawalpindi, is issuing multiple sealed tenders for procurement of critical military and transport equipment under PPRA rules. The tenders cover supply of pneumatic tubeless tyres in four specifications (205R16 8PR 8016 units, 225/70R17C 6PR 4000 units, 265/65R17 10PR 1050 units, 265/70R16 1445 units) with delivery periods of 9-12 months; aviation spares for MI-17 helicopters; Beretta 92 FS semi-automatic pistols (40 units) imported from Italy; and a forward artillery observation device with laser rangefinder, GPS and thermal imager (1 unit). Tender submissions are scheduled across November 2026 for different lots, with collection deadlines commencing 09 November 2026. The scope represents significant procurement activity for defence and transport logistics across Punjab province.

Eligible bidders must possess valid NTN certificates and registration from the Directorate General Defense Purchase (DGDP). Applicants are required to submit attested copies of sales tax registration certificates, proof of godown facilities, undertakings confirming adequate financial capability, bank statements for the preceding twelve months, attested CNIC copies of managing directors, non-blacklisting certificates from government organizations, and detailed records of prior experience with government or semi-government entities. Manufacturing firms must provide justifiable proof of manufacturing capability or verifiable original manufacturer certificates or agency agreements. Bid security of 5 percent of the quoted value, with an upper limit of Rs. 1.000 million, must be submitted via bank draft or pay order in favour of CMA (DP) Rawalpindi. Original Challan Form 32-A receipts (Rs. 2000) from Government Treasury deposits are mandatory for all submissions.

Bids are to be sealed and submitted at the tender room of DGP (Army) with commercial offer validity of 120 days from opening date. Tender opening ceremonies will occur in the presence of firm representatives on specified dates in November 2026, with opening times ranging from 1030 to 1130 hours. For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender, written with AI from the official notice and checked by our quality rules — not part of the official notice. Always confirm details against the original tender document.

DGP Army is procuring four distinct product lines: pneumatic tyres (14,511 units across four specifications), MI-17 helicopter spares, 40 Beretta pistols (Italy-imported), and one laser/GPS/thermal observation device.

This is a large-scale, multi-lot defence procurement with staggered November 2026 submission deadlines and 9–12 month delivery windows for tyres. The mix suggests supply contracts for military transport and combat systems; pistol and observation device lots likely require special authorization. Recurring demand for tyres is probable; other items appear one-off. Bid security capped at Rs. 1 million makes entry feasible for medium firms, but DGDP registration and godown proof create structural barriers.

Who can bid: Bidders must hold NTN, DGDP registration, and valid sales tax certificates. Proof of godown, 12-month bank statements, non-blacklisting certificates, and prior government contract experience are mandatory. Manufacturing bidders need capability proof or OEM certificates. For pistol and observation device lots, additional defence/security clearance is typically required but not explicitly stated here. Sole traders typically ineligible; corporate registration via SECP typically required.
