POF is sourcing foreign plant, machinery, equipment and materials for Wah Cantt operations—a substantial industrial procurement likely spanning multiple categories.
The two-envelope method with separate technical and commercial evaluation suggests complex specifications requiring detailed compliance. FOB pricing with mandatory freight separation and 90-day validity indicate sophisticated procurement practice; the 10% performance bond requirement (for >USD 50K contracts) and 2% monthly liquidated damages signal strict execution standards. This appears one-off but with potential volume flexibility built in. Foreign bidders face additional compliance burden via Bid Securing Declaration.
Who can bid: Foreign suppliers must provide Bid Securing Declaration and Performance Bond (10% of FOB value, minimum USD 50K threshold) via scheduled Pakistani bank. Typically, foreign bidders require company registration in origin country, financial soundness certification, and technical capability evidence. Local agents/representatives of foreign firms typically need SECP registration. No PEC requirement stated as this is non-construction procurement.
