Description / Scope of Work

SBP Banking Services Corporation invites bids for the provision of Wide Area Network (WAN) Connectivity services on Layer 3 MPLS (Multiprotocol Label Switching) for backup purposes. This is a critical infrastructure procurement issued by the General Services Department under reference GSD (PROC-I) / 461181 / BackUp Links / 2026, with bidding documents published in October 2026. The service is required to support SBP BSC's banking operations based in Karachi, Sindh, and aims to establish reliable backup connectivity across the bank's network infrastructure through MPLS technology, which provides traffic engineering, quality of service management, and optimised routing capabilities.

The procurement follows a Single Stage Two Envelope procedure as per Public Procurement Rules 2026. Eligible bidders must meet qualification criteria specified in the bidding documents and possess relevant technical capabilities to deliver Layer 3 MPLS services. Bidders are required to submit bid security and comply with all technical specifications outlined in Section V of the bidding documents. An Integrity Pact will be mandatory for the successful bidder upon award of contract, and performance security must be furnished before contract execution. Interested parties should review all eligibility requirements, technical specifications, and compliance conditions detailed in the complete bidding documents.

Bidding documents are available for download from the SBP website (www.sbp.org.pk) or may be obtained from the Procurement Division I (IT) at 3rd Floor BSC House, I.I Chundrigar Road, Karachi. Bids must be submitted in electronic format as per the e-bidding procedure outlined in Section II (Instructions to Bidders). For further information, clarifications, or to request bidding documents, contact the General Services Department at phone (92-21) 3313 8332, 3313 8335, or 3313 8337, or via email at gsd.proc@sbp.org.pk. The tender closing date is 3 November 2026.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender, written with AI from the official notice and checked by our quality rules — not part of the official notice. Always confirm details against the original tender document.

SBP BSC seeks a Layer 3 MPLS backup WAN connectivity provider to support banking operations in Karachi—a critical infrastructure service requiring proven telecom/ISP capability.

Scale appears medium to large given banking-grade reliability demands and multi-site coverage. Notable: this is backup-specific (not primary), suggesting bidders must already operate or partner on redundant MPLS backbone; Single Stage Two Envelope signals moderate complexity; no timeline stated for service commencement, but closing Nov 2026 implies near-term deployment.

Who can bid: Typically, telecom operators, ISPs, and MPLS service providers must be registered with PTA (Pakistan Telecom Authority) and hold valid NTN/active SECP registration. PEC registration unlikely applicable (non-construction). Notice specifies 'qualification criteria in bidding documents'—specific thresholds, financial standing, technical certifications, and MPLS delivery experience will be defined therein. Review Section V (technical specs) for mandatory capabilities.
