Description / Scope of Work

The Directorate General Procurement (Army), based near 502 Central Base Workshop EME on Main Adyala Road in Rawalpindi, Punjab, invites sealed tenders from reputed firms holding NTN certificates for the supply of two distinct items: four Engine Assemblies for AH-1F Cobra helicopters with a delivery period of twelve months, and one Airplane Utility unit (ATR 72-500 FW manufactured by ATR, France) also with a twelve-month delivery schedule. Procurement will follow Public Procurement Regulatory Authority (PPRA) rules, and firms are cautioned against submitting exorbitant rates. The tender references are 03-0793-00/RE/P-3-CPT and 03-1008-00/P-3 (FOB), with separate closing dates and opening times specified for each item.

Eligible firms must possess valid NTN certificates and registration from the Directorate General Defense Purchase (DGDP). Required documentation includes attested sales tax and NTN certificates, proof of godown facilities, undertaking of adequate financial capability, bank statements for the preceding year, attested CNIC photocopies of the Managing Director, a non-blacklist certificate from government organisations, detailed government work experience, asset details, and for non-manufacturing firms or agents, verifiable original manufacturer certificates or agency agreements. Bid security of 5 percent of the quoted value (maximum Rs. 1 million) must be submitted via bank draft or pay order, accompanied by an original challan deposit of Rs. 2,000 into Government Treasury. Offer validity is set at 120 days from the commercial offer opening date, and a performance bank guarantee of 10 percent of contract value is required within 30 days of contract signing.

Tender documents and specifications are obtainable from DGP (Army) Rawalpindi upon submission of required credentials. Sealed bids must be submitted by 28 October 2026 for the Engine Assembly tender (opening at 1130 hours the same day) and by 19 November 2026 for the Airplane Utility tender (opening at 1130 hours). Tender opening will occur in the tender room of DGP (Army) in the presence of firm representatives. For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender, written with AI from the official notice and checked by our quality rules — not part of the official notice. Always confirm details against the original tender document.

Two discrete military procurement tenders: AH-1F Cobra engine assemblies (qty 4) and an ATR 72-500 utility aircraft (qty 1), both on 12-month delivery.

These are specialized defence/aerospace procurements requiring original manufacturer credentials or verified agency status; non-manufacturing agents face strict proof requirements. The two tenders have staggered deadlines (late October and mid-November 2026), suggesting separate supplier bases. Bid security and performance guarantees total approximately 15 percent of contract value. Scale appears large given military aviation components and ATR aircraft specification.

Who can bid: Bidders must hold NTN certificates and DGDP registration. Non-manufacturing firms and agents must provide verifiable original manufacturer certificates or signed agency agreements. Typical defence procurement requires PEC registration (if applicable), tax compliance, no blacklist status, and demonstrated prior government contract experience. Financial capability undertaking and one-year bank statements required.
