Description / Scope of Work
Punjab Cattle Market Management & Development Company (PCMMDC) Sargodha Division, a company incorporated under the Companies Act 2017, is inviting bids for cleanliness services at the Model Cattle Market in Bhakkar, Sargodha Division, Punjab. The estimated project value is Rs. 3,987,670 and covers comprehensive cleaning and sanitation operations at the market facility. This is a service-based contract solicited through the Single Stage-Two Envelope Bidding Procedure in accordance with Punjab Procurement Rules 2014, with technical and financial proposals to be evaluated separately.
Bidders must hold valid Income Tax Registration Certificates (NTN) and STRN (Sales Tax Registration Number). The bid security requirement is 5% of the estimated cost, payable digitally via 1Link or Bank Guarantee through the e-Procurement Portal using the generated PSID number. Financial proposals must be inclusive of all applicable taxes. Bidders are required to submit complete technical and financial proposals online; incomplete proposals will not be considered. The bid validity period is 90 days from the submission deadline.
All bids must be submitted electronically through the Punjab e-Procurement System portal at https://ep.punjab.gov.pk/ by November 04, 2026 at 11:00 AM; manual submissions are not acceptable. Technical proposals will be opened on the same day at 11:30 AM through the e-Procurement Portal in the presence of the procurement committee and interested bidders. After technical evaluation, financial proposals from only technically qualified bidders will be opened on a date to be announced. The bidding documents are available for download immediately after publication on the EP portal and PPRA website. The procuring agency reserves the right to reject all proposals prior to acceptance under PPRA Rules 2014.
