Description / Scope of Work
The Directorate of Procurement (Navy), located at Naval Residential Complex E-8, Islamabad, invites sealed tenders for the supply of stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is governed by PPRA Rules 2004 and DPP&I-35 (Revised 2024), with contracts awarded under the Defence Purchase Procedure. The tender encompasses technical and commercial offerings, with technical evaluation preceding financial consideration. Prospective bidders must acquaint themselves with PPRA regulations and Defence Purchase Procedure requirements before participation.
Eligibility requires firms to be registered or willing to register with DGDP (Directorate General of Defence Purchases) following security clearance and provision of requisite registration documents. Bidders must demonstrate requisite technical and financial capability. Income tax filing proof and sales tax registration proof are mandatory submissions. DGDP registration letter, if applicable, must be included. Firms must provide CEO name and CNIC number along with original and muted (price-free) principal invoices where applicable. All imported equipment must be accompanied by OEM Certificate of Conformance compatible with preferred makes specified in Annex A, with country of origin clearly mentioned.
Technical offers in duplicate must be submitted in a sealed envelope containing all prescribed compliance documentation including DP-1 and DP-2 forms, technical specifications, and annexures. Earnest money is to be enclosed in a separate sealed envelope. Commercial offers containing pricing information must be submitted in a third sealed envelope with duly completed DP-2 forms. All three envelopes must be placed in a final sealed cover addressed to the Directorate at Bahira Gate. Technical offer opens first, half an hour after the stated date and time.
