The Human Rights & Minority Affairs Department in Lahore, Punjab invites sealed bids for the procurement of comprehensive event management services under a framework contract for the fiscal year 2025-26. This significant project, with an estimated value of 450 million Rupees, follows a single-stage two-envelope bidding procedure conducted through the electronic EPADS portal. The scope of services is extensive, covering the arrangement of high-end hotel venues, professional catering for large gatherings, furniture rentals, advanced audio-visual equipment including SMD screens, and media production services such as documentary making and drone coverage. Specialized requirements also include the provision of human resources like ushers and security, as well as themed decor for religious festivals and minority events. Interested bidders must be registered with the SECP, PRA, and income tax authorities, and provide evidence of a valid ISO certification and a minimum annual turnover of 100 million Rupees. All technical and financial proposals must be submitted electronically via the EPADS system by 11:00 AM on 14 May 2026, accompanied by a bid security of 9 million Rupees.
