The Faisalabad Electric Supply Company (FESCO) in Faisalabad, Punjab invites sealed e-bids for the hiring of an HR service provider firm to outsource line staff, specifically Assistant Linemen (ALM) and Linemen (LM). This procurement for the fiscal year 2025-26 aims to deploy 2,000 ALMs and 200 LMs across FESCO's jurisdiction covering eight districts to support operations, maintenance, and system efficiency. Eligible bidders must be registered on EPADS v2.0 and possess technical competence, financial resources, and relevant HR management experience. The scope includes recruitment, training through FESCO centers, and the management of wages, EOBI, and social security. Bidders must provide a bid security of PKR 5,000,000 in acceptable forms. The evaluation will follow a Single Stage-Two Envelope procedure using the Quality and Cost Based Selection technique. Technical and financial proposals must be submitted electronically via the EPADS portal. The deadline for bid submission is 11:30 AM on 20 May 2026, with bids scheduled for opening at 12:00 PM on the same day.
