Description / Scope of Work
The Railway Estate Development and Marketing Company (REDAMCO), a subsidiary of the Ministry of Railways and a State-Owned Enterprise, invites sealed bids for the grant of lease rights for a Modern Retail Complex at the Rashakai M-1 Interchange in Peshawar. This project follows the Design, Finance, Build, Operate, and Transfer (DFBOT) model. The proposed complex will include a fuel station with allied facilities, EV charging stations, international or national food chain outlets, a convenience store/mart, and a pharmacy. The lease period is set for 21 years, extendable for another 21-year term, with an annual rent increase of 8% compounded. Bidding is conducted under a Single-Stage, Two-Envelope procedure. Eligible bidders must meet the benchmark for a one-time non-refundable commitment fee and annual rental as specified for the 47,070 square foot plot. A pre-bid meeting is scheduled for 12 May 2026 at the REDAMCO Head Office (also accessible via Zoom). Bids must be submitted by 02:00 PM on 21 May 2026, with technical bids opening at 02:30 PM the same day.
