he Pakistan Council of Scientific and Industrial Research (PCSIR) invites sealed tenders via the EPADS portal for the establishment of a Mineral Testing Lab in Skardu. This PSDP project focuses on the exploration, beneficiation, and extraction of rare earth elements and precious metals in Gilgit Baltistan. Eligible firms must be registered with the PEC in Category C-04 or above with specialized codes including BC01, CE01, CE09, CE10, CE11, EE04, and EE11. The procurement follows a Single Stage Two Envelope procedure. Bids must be submitted electronically by June 1, 2026, and the project aims to enhance the analytical infrastructure for critical minerals in the region.
