Description / Scope of Work
Oil & Gas Development Company Limited (OGDCL), through its Supply Chain Management Department, invites sealed bids from eligible suppliers, manufacturers, and authorized agents for the supply and delivery of goods, materials, equipment, and services under a Single Stage One Envelope Bidding Procedure as per PPRA rules. The procurement is open to all prospective bidders subject to provisions of incorporation or licensing by the respective national incorporating agencies. This master tender document and its terms and conditions apply to all upcoming tenders for material supply on F.O.R. (Free on Rail) basis. The invitation is issued from OGDCL House, Jinnah Avenue, Islamabad, Pakistan. OGDCL is registered with GST No. 07-02-2802-001-55 and National Tax No. 0787223-2.
Eligible bidders must meet all qualification requirements and provide the necessary documentation as specified in the tender document. Bidders are required to submit a sealed bid bond (in the amount mentioned in the RFP) at the OGDCL Reception on or before the deadline specified in the Tender Notice. All bidders must bear the costs associated with preparation and delivery of their bid bond. The invitation is open to suppliers registered with or licensed by the appropriate statutory bodies. Bidders may seek clarifications on specifications and terms through the SAP-Ariba Portal, but no later than one week prior to the bid submission deadline.
Sealed envelopes containing the original bid bond must be addressed to the Manager (SCM) Local at OGDCL House, Jinnah Avenue, Islamabad, and marked with the RFP number and bid opening date. Bids will be opened on the date and time specified in the Tender Notice. OGDCL reserves the right to inspect items through its own representatives or third parties, increase or decrease quantities, and cancel any or all items without assigning reasons. The bid documents include technical bid forms, bid summary sheets, integrity undertakings, affidavits, bank guarantees for bid bonds and performance bonds, specimen local purchase orders, and declarations of ultimate beneficial owners. Prospective bidders must ensure their quotations fully conform to the RFP and all terms and conditions outlined in this master tender document.
