Road Dualization Project 10.30 km New Lahore Road Narowal by Punjab Highways

Punjab Highways Department invites tenders from engineering firms and contractors for the Dualization of New Lahore Road from Narowal City to Gujjar Chowk (Narang) in District Narowal. This major infrastructure project includes re-alignment and rehabilitation of the existing road for Phase-I covering a section of 0.00 to 10.30 km with a total length of 10.30 kilometers. The estimated project cost is Rs. 4,351.062 million with a completion period of 24 months. The work is part of ADP GS No.1527 for 2025-26 and will be executed in Punjab's Narowal district under the Single Stage Two Envelope Procedure on the EPADS system.

Eligible contractors must possess a valid PEC License in Category C-A for 2025-26 and be registered on Punjab PPRA website (eprocure.gov.pk). All participating firms are required to submit earnest money in the form of CDR or Pay Order equivalent to 5 percent of the estimated cost (Rs. 217.553 million) in favor of the Executive Engineer, Highway Division Narowal. Bidders must quote item rates against each item and provide total amounts in their financial proposals. Supporting documents including income tax, sales tax, and PRA registration certificates, non-blacklist affidavits, and litigation history documentation are mandatory for evaluation.

Technical and financial bidding documents must be uploaded on the EPADS portal on or before 4 June 2026 up to 12:00 PM. Technical bids will be downloaded on 4 June 2026 at 01:00 PM, and financial bids will be downloaded after seven days of technical evaluation report publication. Only technically responsive bidders will have their financial proposals evaluated, with selection based on the lowest evaluated financial bid. All documents must be uploaded digitally; manual submissions will not be entertained.
