Description / Scope of Work
District Council Gujrat invites e-bids through the Punjab E-Procurement System for the execution of thirteen construction projects totaling approximately 289.99 million rupees across the district during the 2026-2027 financial year. The projects include construction of streets and drains in multiple villages (Awan Colony Shimber, Nullah, Sada Barhan, Malkowala, Nullah village Goraya), maintenance and tiling work on Tuff tiles Street near Qabristan Model Town, construction of a road from Government Primary School to Chak Behram, establishment of bus stops and shelters for electric buses, construction of the Dera Mirpurian road, and infrastructure in Nullah village Nithowal, Bega Mehroojpur, and Sagar. The scope encompasses rural and urban development across Gujrat district in Punjab province, with individual project costs ranging from 1.80 million to 96.76 million rupees.
Eligible firms and contractors must be registered on the Punjab E-Procurement System and the relevant tax departments, including Federal Board of Revenue and Provincial Authority for Professional Tax registration. Bidders must possess valid income tax certificates and maintain active tax status with FBR and PRA as applicable. Firms must not be blacklisted with PPRA or currently under litigation. Bid security is required at five percent of the estimated cost and must be submitted on a cash basis through the e-Procurement System before the bid submission deadline. A Performance Guarantee at five to ten percent of contract value, inclusive of CDR deposits, shall be required within fifteen days of award of tendered work. Additional performance security may be imposed if the lowest bid is less than five percent of estimated cost.
Bidding documents are available for download from the PPRA website (http://eproc.punjab.gov.pk/Activetenders.aspx) and the Punjab E-Procurement portal (http://eprocurement.punjab.gov.pk) until the closing date and time of 19 August 2026 at 09:00 AM. E-bids shall be received and opened on the same date at 11:30 AM in the presence of bidders or their authorized representatives. All bidders must quote all line items and submit complete, unambiguous proposals on a whole package basis. The procurement shall be conducted under Single Stage Single Envelope procedure in accordance with PPRA Rules 2014 as amended. Unsuccessful bidders will receive the return of bid security from designated Schedule banks within fifteen days of work order issuance.
