Description / Scope of Work

The Communication & Works Division, Government of Khyber Pakhtunkhwa, invites electronic bids through the E-PAD System for two major construction projects in Khyber Pakhtunkhwa Province. The first project involves construction of the Durru to Ganshal Road spanning seven kilometers in PK-11, with a project cost of Rs 5.296 million and required PEC category C-3 and above. The second project comprises construction of RCC bridges at Lomati on the Upper Dir Road, featuring 35 meter spans with a total project cost of Rs 3.721 million, requiring PEC category C-4 and above with relevant civil engineering qualifications. Both contracts are advertised under KPPRA Procurement Rules 2014 as amended, using Single Stage Two Envelope E-PAD procedure, with bid submission deadline of 12 August 2026 at 12:00 PM and technical bid opening at 12:30 PM the same day.

Eligible bidders must possess valid PEC registration in the required categories and be registered with Khyber Pakhtunkhwa Revenue Authority under the Finance Act 2013. All bidders must provide original Call Deposit instruments for bid security and tender fee enclosed with technical proposals. The procuring entity will retain original bid security and additional security instruments until contract signing or bid validity expiration, whichever is earlier. Bidders who fail to submit bid security within the stipulated timeframe will be debarred for one year, and second-time violations result in blacklisting for a minimum three-year period under KPPRA Act section 29 and KPK public procurement rules. Bidders must declare non-blacklisting status and absence of litigation with C&W Division on affidavit.

Bid Solicitation Documents can be obtained from the C&W Division office on any working day or downloaded from the E-PAD System before submission. Legible scanned copies of bid security must be submitted electronically with the bid, while original instruments must reach the office before the closing date. Bidders must place affidavits in technical proposals confirming bid security provision. Post-qualification documents are available from the office upon payment of Rs 5,000 per tender document. The Executive Engineer, C&W Division Dir Upper, located in the office of the divisional headquarters, serves as the bid opening venue and point of contact for all inquiries.
