Combined Military Hospital Murree invites sealed quotations for the bulk local purchase and final NA (Note of Acceptance) of PVMs (Pharmaceutical and Veterinary Medicines), lab kits, and electro medical accessories for the financial year 2026-27 in Punjab. The procurement is open to eligible pharmaceutical distributors and suppliers registered with the Ministry of Health, Government of Pakistan. Quotations must include trade and generic names of medicines in the same order as specified in the PVMS/NIV/NIF medicine list provided by CMH Murree. Rates shall remain valid from 1st July 2026 to 30th June 2027, and suppliers must offer a minimum 20% discount on retail price for bulk local purchase.
Eligible bidders must possess a valid Drug License or Certificate issued by the Ministry of Health under the Chemist/Druggist Act of 1976, along with Authorized Distributor Certificate or Authorized Manufacturing License valid for FY 2026-27. Required supporting documents include Income Tax registration, Professional Tax certificate, NTN (Filer/Non-Filer status), CNIC of contractor/proprietor, specimen signature and CNIC of the authorized tender representative, and an affidavit confirming the firm is not blacklisted by any government authority. Successful bidders must deposit Rs. 50,000 as security earnest money, refundable after the financial year 2026-27. Bid security requirement applies only to successful bidders after opening of financial proposals.
Bids must be submitted in a single sealed package containing two separate envelopes marked clearly as FINANCIAL PROPOSAL and TECHNICAL PROPOSAL. All medicines must be of fresh batch with minimum 80% shelf life remaining and from companies registered with the Ministry of Health. Payment shall be processed through the Controller Military Accounts, Rawalpindi. Late delivery of supplies incurs a 2% fine on the total billing amount of that supply order, and repeated delays may result in discontinuation of future supply orders. Suppliers must undertake to replace any medicines declared unfit by laboratory testing without financial implications to CMH Murree. All documentation should be submitted in the specified sequence with soft copy quotations required alongside hard copies.
