Description / Scope of Work
The Local Government and Community Development Department, Government of the Punjab, through its Civil Division Gujranwala and Civil Sub Division Gujranwala, invites sealed bids for the construction of boundary walls at graveyards in villages Wahndo, Sohawa, Chajjuke, Dranjke and Dargah in Gujranwala District, Punjab. The estimated cost of the project is Rs. 34 million, with an earnest money requirement of Rs. 1.7 million at 5% of the estimated cost. This procurement is advertised under circular No. L&M(PPRA)10-1/2011 Dated 11.10.2024 for financial year 2025-26 and shall be executed as a single stage single envelope tender.
Contractors must be registered with the Pakistan Engineering Council (PEC) with relevant category registration; those with lower category PEC registration cannot submit bids and will not be considered. The lowest bidder whose bid is 5% or more below the sanctioned estimated cost shall be bound to deposit a Quality Assurance Security within 15 days of tender receipt. Bids quoted in percentage without rates against each item or bill of quantities, or bids without total amounts, shall be declared non-responsive. All incomplete financial bids, blank entries in rate analysis or summary sections shall be rejected. Current PPRA rules, particularly rule 56 on performance guarantee, will be strictly applicable. Any bidder quoting less than 30% discount must submit detailed item rate analysis to this office before work order issuance, or the tender will be cancelled and earnest money forfeited.
Bid documents are available through E-PAD portal at https://punjab.eprocure.gov.pk and must be uploaded on EPADS with manual uploads not accepted. Interested bidders should obtain tender documents through E-PAD; original Contractor Development Record (CDR) must be submitted in the office of the Assistant Engineer, LG&CD Civil Sub Division Gujranwala one hour before bid opening. Bids will be opened on 08 June 2026 at 12:30 PM in the presence of the Tender Opening Committee and contractors or their representatives. The last date for bid submission is 08 June 2026 at 10:00 AM. Contractors are responsible for payment of all applicable taxes at the time of payment release as per Government of Punjab rules.
