Description / Scope of Work
Punjab Highway Department invites tenders from registered engineering firms and contractors for construction of roads at the SPU Building Complex Raiwind in Lahore District. Two major works are being procured on item rate basis under the PPRA e-Tendering System in accordance with relevant PPRA Rules. The first project involves construction of a main road from Main Sue-E-Asal Road to SPU Building Complex Raiwind with a length of 1.7 kilometres in District Lahore, with an estimated cost of 29.800 million rupees and completion period of 30 days. The second project covers construction of internal roads at the SPU Building Complex Raiwind in District Lahore with an estimated cost of 11.559 million rupees, also with a 30-day completion period. Combined estimated value exceeds 41 million rupees for infrastructure development in the Lahore region.
Intending contractors and firms must be registered with Pakistan Engineering Council in the relevant category codes and must be registered on the Punjab PPRA website at www.punjab.eprocure.gov.pk. Contractors are required to upload earnest money as CDR in favour of Executive Engineer, Highway Mechanical Division Lahore at 2 percent of estimated cost. The CDR must be submitted to the tender opening committee half an hour before bid opening, with original CDR submitted on the same day. Submission of fake information or documents will result in disqualification from current and future tendering processes, with appropriate action and blacklisting by C&W Department and PEC.
Bid documents can be obtained from the Punjab PPRA website at http://eproc.punjab.gov.pk/View_Tender.aspx. Response time is calculated exclusively from the publication date on the PPRA website. The tender opening date and time is 10.06.2026 up to 01:00 PM, where contractors may attend the Commissioner's office at Lahore Division to witness bid retrieval and successful bidder announcement in the presence of Tender Opening Committee. The procuring agency reserves the right to reject all bids or proposals at any time prior to acceptance under PPRA Rule 35.
