Description / Scope of Work
The Communication & Works Department, Government of Khyber Pakhtunkhwa invites electronic bids from eligible firms and contractors for two road development and maintenance initiatives under single stage two envelope procurement system in accordance with KPPRA procurement rules 2014. The projects include Black Top Road Bee Ziarati in Peshawar (PK-39) with an estimated cost of Rs. 97 million and Black Top Road Kali Gali in Peshawar (PK-39) with an estimated cost of Rs. 80 million. Both works are classified as C-4 and Above category and fall under the Development Initiatives Funded by Tobacco Cess in Tobacco Growing Regions programme, with funding sourced from Toacco Cess SIL. The combined project scope encompasses road construction, rehabilitation, and maintenance activities in the Khyber Pakhtunkhwa region.
Bidders must possess valid PEC registration, C&W Department enlistment, relevant experience of last five years, technical personnel and equipment capabilities, valid NTN/Income Tax certificates, and demonstration of financial soundness. Bid security requirements are 2% of the engineer's estimate for bids within 10% of estimate, with additional security required for bids exceeding 10% below estimate up to 20%. Contractors quoting more than 20% below estimate must submit detailed rate analysis and additional security equal to the differential amount. All bidding shall be conducted through the E-PAD system with technical and financial bids submitted online.
Bidding solicitation documents can be downloaded from the E-PAD system and KPPRA website or obtained from the Procuring Entity office upon submission of formal application, valid PEC registration, C&W Department registration card, and a non-refundable printing fee of Rs. 3,000. Documents are available during office working hours on or before June 10, 2026. A pre-bid meeting will be convened on June 4, 2026 at 11:00 AM in the office of the Executive Engineer, C&W Highway Division, Mansehra. Financial bid opening is scheduled for June 10, 2026 at 12:30 PM. Bidders must ensure compliance with all KPPRA E-PADS regulations 2025 and submit bids in separate envelopes clearly marked.
