Description / Scope of Work
The Project Director Cadet Colleges Balochistan invites tender for the establishment of Cadet College Sakran at Hub in Balochistan province. Four packages are being tendered separately: Package I with estimated cost of Rs 888,623,534; Package II with estimated cost of Rs 860,428,063; Package III with estimated cost of Rs 856,732,889; and Package IV with estimated cost of Rs 909,463,676. The call deposit for all packages is fixed at 2% of the estimated cost. These procurement works fall under the Government of Balochistan's infrastructure development initiative and are subject to the Electronic Public Procurement System (BPPRA) regulations.
Bidders must comply with mandatory eligibility requirements as detailed in the bidding documents. Joint ventures are permitted provided the lead partner meets minimum 60% of all qualifying criteria and the JV partner meets not less than 40% of all qualifying criteria. The joint venture must collectively satisfy the criteria for which purpose the relevant figures for each partner shall be added together. All bidders must be registered with the Electronic Public Procurement System of BPPRA and possess approval on the Approved Vendor's List (AVL) as per Pakistan Engineering Council. A tender fee of Rs 5,000 (non-refundable) must be paid through Green Chalan in NBP under head C02818. Bid security should be in the form of a bank guarantee from a scheduled bank in favour of the Project Director.
Tender documents are available for download from the BPPRA website. Sealed bids must be submitted on 04-06-2026 at 10:00 am and will be opened the same day at 11:00 am in the presence of participating bidders under the head of the department committee. Only information as per eligibility criteria should be provided; submission of brochures or irrelevant documents will result in disqualification.
