Description / Scope of Work
The Executive Engineer, Urban Planning and Development Department, Quetta Division in Balochistan invites Request for Proposal for the selection of Consultancy Services for Feasibility Study and Detailed Design of Roads, Dams and Buildings under Bid Security 2 percent. The estimated contract value is PKR 14,521,996. This procurement is floated under the Balochistan Public Procurement Rules 2014 and will be conducted through the Electronic Public Procurement System (EPPS). Only electronic bids will be accepted; no physical bids are required. The consultancy services scope encompasses comprehensive feasibility studies and detailed engineering design work for infrastructure projects including roads, dams, and building structures in the Quetta region.
Eligibility criteria require bidders to be well-reputed national or international firms with registration with the Federal Board of Revenue for Income Tax and Business Registration Authority, active status on the Active Taxpayers List (ATL), and current PEC registration as a Consulting Engineering Firm. Bidders must not be blacklisted by any procuring agency or authority and must provide relevant PEC and PCAD certifications along with valid CDR and Green Chalan documentation. Bidders must demonstrate prior experience with minimum two assignments of similar nature and complexity with a combined turnover of at least PKR 10 million in the previous year. Bid security must be submitted in the form of two percent specified amount from a scheduled bank.
Bid documents are available for download from the BPPRA website at www.bppra.gov.pk. The last date for bid submission is 01 June 2026 by 09:00 AM. All bids must be submitted electronically through EPPS. Tender opening will occur on the same day at 10:00 AM at the office of the Executive Engineer, Urban Planning and Development Department, Quetta Division. Financial proposals will only be opened for consultants whose technical proposals are approved.
