Description / Scope of Work
Punjab Financial Advisory Services (PFAS), a newly established entity under the Finance Department, Government of the Punjab, is inviting sealed competitive bids for the provision of IT equipment under Procurement Reference No. PFAS/2025-26/04. The procurement encompasses five lots of information technology equipment including laptops and monitors, printers, TV screens and interactive screens, scanners, and audio-visual meeting conferencing systems. The total estimated cost of this procurement is PKR 41,960,000 inclusive of all applicable taxes. Bids are invited from registered firms, companies, sole proprietors, and general order suppliers registered on the EPADS portal with relevant Registration Authorities and Tax Departments. A single bidder may participate in multiple lots with individual bid security against each lot submitted under the single-stage one-envelope bidding procedure as prescribed in the Procurement Rules 2014 (as amended).
Eligibility criteria require bidders to be registered with EPADS and relevant authorities with valid tax registrations. Bid security shall be required for each lot as specified, ranging from 1% to 3% of the estimated cost per lot, and must be submitted in the form of Call Deposit Receipt, Bank Guarantee, Demand Draft, Pay Order, or Banker's Cheque from a scheduled bank, valid for a minimum of six months. The estimated bid security amounts are: Laptops and Monitors PKR 361,000 (1%), Printers PKR 110,000 (2%), TV Screens and Interactive Screens PKR 127,000 (2%), Scanners PKR 56,300 (2%), and A/V Meeting Conferencing System PKR 36,000 (3%).
Bids must be submitted through EPADS on or before 15th June 2026 by 11:00 AM in hard copy or electronic format with original bid security instruments submitted before the bid submission deadline to the PFAS office. Bid opening will occur through EPADS on the same day at 11:30 AM in the presence of bidders' representatives.
