Framework Contract Procurement of Goods and Services by Police Training School Rawalpindi

Police Training School (PTS), Rawalpindi invites sealed bids for framework contract procurement of various goods and services for the financial year 2026-27. The total estimated cost for this procurement is 36.5 million rupees, covering 22 categories of items ranging from hot and cold consumables, motor oil, printing and stationery supplies, computer equipment, furniture and fixtures, plant and machinery, to repair and maintenance services for transport, machinery, furniture and building infrastructure. The procurement is conducted under the Punjab Procurement Rules, 2014 and is open to well-reputed and registered firms engaged in trading activities. All products must comply with PSQCA standards and Punjab Food Authority Act, 2011 as amended. Eligible bidders must submit sealed bids comprising two separate envelopes containing technical and financial proposals. A bid security of 3 percent of the estimated cost is required to be submitted with financial proposals in the form of a pay order or bank draft in favour of the Principal, Police Training School, Rawalpindi. The successful bidder will be required to deposit a performance guarantee equal to 5 percent of the total contract cost as a pay order, bank draft or bank guarantee, which will be refunded upon successful completion of the contract. Technical proposals will be evaluated first, and financial bids will only be opened after the technical evaluation report is received. The technically qualified lowest bidder will be selected for award.
