Building Construction and Civil Works for WASA Sahiwal

Water and Sanitation Agency (WASA) Sahiwal invites electronic bids through the E-PAD system for three separate works: establishment of a Complaint Center building at Tanki Chowk with an estimated cost of Rs. 10,280,995; civil work for supplying manhole covers, frames, cement, bricks, sand and related materials within WASA Sahiwal limits valued at Rs. 8,620,729; and supply of non-clogging submersible sullage pumps estimated at Rs. 4,650,000. All works are located in Sahiwal, Punjab. The tender employs a single-stage, single-envelope bidding procedure and is administered through the Punjab e-procurement system.

Prospective bidders must be duly enlisted with E-PAD, possess a valid Pakistan Engineering Council (PEC) license with appropriate category and codes, and maintain active filer status for NTN/PNTN and GST registration. Bid security, calculated at 2% of the estimated cost, must be submitted as a Deposit at Call (CDR) from the firm's scheduled bank account in the name of Water & Sanitation Agency Sahiwal before the closing deadline. Non-submission of original bid security renders the bid non-responsive. Detailed bidding documents, including bidding data, terms and conditions, bills of quantities, and technical evaluation criteria, are accessible on the E-PADS portal at https://punjab.eprocure.gov.pk.

Bids must be submitted electronically through the E-PADS portal at http://punjab.eprocure.gov.pk by uploading readable PDF files before 10:00 A.M. on 11-06-2026. Hard copy or manual bids are not acceptable. Bid opening will occur on the same date at 1:30 P.M. at the office of the Director (Engineering) located at WASA Sub Office, opposite Base School System, Main Road TBZ Colony Sahiwal, in the presence of procurement committee members and interested bidders. Abnormally low bids exceeding 25% below the estimated cost may be rejected. Current PPRA Rules apply strictly, and all applicable taxes are the contractor's responsibility.
