Description / Scope of Work
The Engineer-in-Chief Branch, GHQ, headquartered at Gate No 7, Rawalpindi, invites applications for pre-qualification of firms, contractors and consultants for construction and allied works. The scope covers provision and construction of certain residential and non-residential buildings, services and facilities across multiple locations in Punjab including Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sialkot, Muzaffargarh, Swat, Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat and Gwadar. This is a pre-qualification process to shortlist eligible contractors for future tender issuance under PPRA Rules 2004, reference number 2000-PPRA/21-N/26-27/2/Works/DP&W/E-2.
Eligible applicants must be enlisted with the Pakistan Engineering Council in Category C-2 or above in relevant construction trades, with validity extending to June 2027, or preferably enlisted with the Military Engineering Services in Category A. Non-enlisted firms may apply by furnishing 2% refundable bid security. Applicants must be pre-qualified with the Engineer-in-Chief's Branch at GHQ Rawalpindi, possess no outstanding Delayed & Evacuation recoveries, and submit no special reports against them. Firms must provide detailed work orders, project completion photos, satisfactory completion certificates from users, bank statements, NTN certificates and three years of income tax returns.
Applications with full credentials must be received at the E-in-C's Branch, GHQ Rawalpindi by 1130 hours on 17 August 2026, with tender opening scheduled for 1200 hours on the same date. Incomplete applications will not be entertained, and the Accepting Officer reserves the right to reject any or all applications in accordance with PPRA rules.
