Description / Scope of Work
The Directorate General of Archaeology, Government of the Punjab invites qualified bids for the outsourcing and operation of a café facility at Rohtas Fort in Jhelum district. Rohtas Fort is a UNESCO World Heritage Site built in the 16th century by Sher Shah Suri, renowned for its military architecture and historical significance. The proposed café will be established at the left Bastion of the Sohail gate with indoor and outdoor seating, kitchen facilities, and unisex washroom infrastructure, offering ethnic aesthetics and panoramic views of the fort and surrounding landscapes including Tilla Jogian and District Dina. The contract period is three years with a possible extension of two additional years subject to satisfactory performance. The estimated annual rent for the first year is PKR 4,792,000, and the Directorate retains full ownership, custodianship, and control of the facility.
Eligible bidders must be legally registered with SECP or equivalent Pakistani authorities with valid tax registrations from FBR and PRA. Demonstrable experience in restaurant, café, food and beverage operations, coffee business, or management of high-footfall visitor facilities is mandatory. Preference will be given to bidders with prior experience in government, semi-government, or autonomous body concession-based projects. Bidders must provide legal undertaking confirming non-blacklisting by the procuring agency or PPRA. Consortia and joint ventures are permitted with clearly defined roles and joint and several liability. The bid security requirement is PKR 239,600, equivalent to five percent of the estimated annual rent.
Bids must be submitted online through the e-Procurement System (EPADS) at https://punjab.eprocure.gov.pk before 11:00 AM on 8th June 2026. Bid opening will take place at 11:30 AM on the same date. Late submissions will not be accepted. Interested bidders may visit the site with prior permission from the Directorate General of Archaeology. The successful bidder will be required to deposit performance security equal to three months' rent as a bank guarantee and a fixed security of five percent of annual estimated rent for existing inventory and facilities.
